Pro at $20/month (with a discount for annual billing) is the right tier for most individuals: substantially higher limits than free, Projects, extended thinking, and Claude Code access.

The Max tiers (roughly 5× and 20× Pro usage, at several times the price) exist mainly for people running Claude Code hard or living in very long documents daily. If you never hit Pro's limits, they buy you nothing.
